The tool generates a standard watch URL with a timestamp parameter from Shorts links. YouTube Shorts themselves do not support timestamps, but the converted watch link will.

Yes. Short youtu.be links are automatically converted to full youtube.com/watch URLs with the timestamp parameter appended.
What if I enter a timestamp beyond the video length?+
YouTube will simply start the video at the end. There is no validation against the actual video duration since we do not fetch video metadata.

Yes, the tool only generates the URL. It does not verify whether the video exists, is public, or is accessible. The link will work for anyone who has access to the video.
